After the flood, God showed Noah the rainbow in the clouds
and explained that it was the sign of His Covenant with all
living creatures that He would never again destroy all life
with a flood (in Genesis 9:14-17).
Rainbows are seen when light from the sun is refracted through
raindrops and reflected from the clouds in the background.
We understand that this is a symbolic demonstration of God's
promise to send the "sun of righteousness" (Malachi
4:2), namely Jesus Christ, to the earth again, and his love
and wisdom will shine through the rain that waters the earth
(symbolising the instruction that comes from God. See Deuteronomy
32:2).
His brightness will be reflected upon the inhabitants of the
earth by his "clouds of faithful witnesses" (see
Hebrews 12:1), who after their resurrection, will be responsible
for spreading the knowledge of God's ways throughout the earth.
